ROCHELLE — On Wednesday night, the Village of Hillcrest Board agreed to sign a five-year lease agreement with Leaf River Communications that would allow the company to install devices on the water tower in exchange for free Internet service.

Although the majority of the board accepted the contract with a 4-1 vote, it was done so with the understanding that attorney Paul Keller would make a few alterations to the contract first.

Keller opened the floor of this discussion by sharing some of his initial concerns with the company’s contract. For starters, he did not like that LRC’s devices would be siphoning energy from the water tower at an unknown rate. He suggested that the company should have to at least monitor this energy flow, in which LRC officials agreed to do.
