Traffic stopper

At approximately 5 p.m. Tuesday, two vehicles stopped traffic for some time at the intersection of IL Route 38 and IL Route 251. One vehicle rear-ended the other in the right turn lane from IL Route 38 onto IL Route 251 and caused traffic to be backed up and congested while emergency personnel cleared the scene.
