Local man receives 19-year prison sentence

OREGON — John B. Roe, Ogle County state’s attorney, announced Wednesday that Chad Rand, 25, Rochelle, was sentenced to 19 years in the Illinois Department of Corrections following a case of predatory criminal sexual assault of a child.

On Feb. 26, Rand pleaded guilty in Ogle County Circuit Court to Count I — the offense of predatory criminal sexual assault of a child, a Class X felony, and Count IV — the offense of aggravated criminal sexual abuse, a Class 2 felony.

In addition to the prison sentence, Rand was ordered to pay a $500 fine and restitution as necessary to compensate the minor victim in one of the counts for expenses that may be incurred.

According to Roe, Rand must serve 85 percent of the Class X sentence and 50 percent of the Class 2 sentence for a total of roughly 15 years.

All other pending counts involving predatory criminal sexual assault of a child, aggravated criminal sexual abuse and predatory criminal sexual assault were dismissed per the plea in this case.

Rand received credit for 30 days for time already served.

On Oct. 4, 2007 Rochelle Police detectives, along with assistance from the Illinois State Police Internet Crimes Unit and Chicago Police Department executed a search warrant at a residence in the 800 block of West Wellington Avenue in Chicago, where Rand was living at the time.

As a result of the search officers confiscated several computer hard drives.

Detectives then met with Rand who was taken into custody without incident.
